JOB OBJECTIVE: To plan, coordinate, and direct City housing programs including housing development, housing rehabilitation, relocation services, housing counseling and assistance, codes enforcement, neighborhood planning efforts, community development programs, animal services, historic preservation, and Alert Center operations.
ESSENTIAL JOB FUNCTIONS:
1. Reviews ongoing programs, assigns incoming workload, reviews and evaluates staff productivity, establishes goals and priorities, and sets target dates; plans and implements new programs, procedures, and organizational structure.
2. Formulates and oversees budget, including all Departmental revenues and expenditures; directs the administration of grant applications, grant funds and contracts.
3. Serves as liaison by responding to inquiries, providing information and services and attending meetings with governmental officials, public and private agencies and corporate sector involved in housing activities.
4. Develops and implements policies and procedures for the Department.
5. Prepares annual work plans for the Department to identify and accommodate community needs regarding planning and neighborhood development and revitalization.
6. Presents staff recommendations to the Board of Directors concerning neighborhood housing development, revitalization, and historic preservation issues.
7. Advises the City Manager and Board of Directors regarding housing issues.
8. Develops and directs the development of long-range plans for housing and community development regarding neighborhood planning, codes enforcement, housing programs, neighborhood programs, animal services, historic preservation, and alert center operations.
9. Recommends changes to the Code of Ordinances concerning housing and premise codes; ensures City's compliance with appropriate codes.
10. Assigns and directs the work activities and monitors performance of assigned staff.
11. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Meets with citizen and neighborhood groups to discuss development and revitalization projects and to provide information concerning specific codes and ordinances.
2. Answers questions and resolves complains concerning Departmental programs and operations.
3. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES: Administrative Assistant I, Animal Services Manager, CDBG and Housing Programs Manager, Housing and Neighborhood Programs Administrative Coordinator, and Neighborhood Programs Manager.
MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of urban planning and zoning principles and practices.
Knowledge of land use and development laws and ordinances.
Knowledge of community development programs.
Knowledge of federal housing program regulations.
Knowledge of housing markets and property management.
Knowledge of housing construction and rehabilitation.
Knowledge of federal and municipal building codes.
Knowledge of City environmental codes and ordinances.
Knowledge of research methods and techniques.
Knowledge of budget processes.
Knowledge of civil engineering principles and practices.
Skill in the operation of an automatic transmission automobile.
Ability to develop and implement Departmental policies and procedures.
Ability to prepare and present staff recommendations to City boards and commissions.
Ability to develop long-range plans regarding neighborhood planning efforts, codes enforcement, neighborhood programs, housing programs, animal services, historic preservation, and alert center operations.
Ability to recommend changes to the City Code of Ordinances.
Ability to assist citizens in the development of neighborhood revitalization programs.
Ability to assign and direct the work activities and monitor performance of assigned staff.
Ability to read and interpret legal descriptions, land surveys, and land use plans.
Ability to read and interpret building codes and ordinances.
Ability to communicate effectively, both orally and in writing.
Ability to research and analyze technical data.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor’s degree in Business or Public Administration, Urban Planning or a related field, four (4) years of managerial or administrative experience in housing, urban planning, or a related area, and two (2) years of supervisory experience. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
