JOB OBJECTIVE: To plan and direct a centralized fleet operation including acquisition, impoundment, repair, maintenance and departmental lease back programs to ensure efficient utilization of vehicles and equipment and compliance with applicable federal, state, and local laws and regulations.
ESSENTIAL JOB FUNCTIONS:
1. Develops, implements, and administers policies, procedures, goals, and objectives for the Department of Fleet Services.
2. Ensures Department operations comply with applicable federal, state, and local laws and regulations relating to vehicle impoundment, motor vehicles and environmental issues; recommends changes in policies and programs for compliance with legal requirements.
3. Plans and directs activities related to the procurement and maintenance of vehicles and equipment for City departments.
4. Develops policies and procedures for the operation of the vehicle maintenance shop and department lease back of vehicles and equipment.
5. Compiles budget figures for purchase, replacement and maintenance of City vehicles and motorized equipment.
6. Develops and recommends a schedule for replacement of vehicles and equipment based on vehicle age, condition and intended use.
7. Ensures Departmental compliance with federal, state, and local laws and regulations regarding purchases of vehicles, parts, fuel, supplies, and vehicle impoundment.
8. Develops and administers the City Fleet Vehicle Liability Program to ensure compliance with state law and to minimize the City’s risk.
9. Develops and recommends depreciation schedules for vehicles and equipment based on initial cost and useful life expectancy.
10. Develops fee schedules for vehicles and equipment based on the initial cost, maintenance cost and garage overhead costs; notifies departments of fee schedules for use in budgeting for equipment usage.
11. Reviews requests for special equipment to determine availability and cost of equipment to perform the needed functions; writes bid specifications for special purpose equipment.
12. Provides information and answers questions from the Board of Directors regarding vehicle and equipment procurement, maintenance and department lease back.
13. Establishes schedules for preventive maintenance based on equipment type, usage and maintenance requirements.
14. Monitors performance of vehicle maintenance personnel to ensure proper quality control of repair and maintenance.
15. Monitors utilization of City vehicles; makes recommendations regarding additions or reductions to the City fleet.
16. Develops and administers procedures regarding vehicle accident reporting, prevention, and collection for damages.
17. Ensures environmental compliance and emergency availability of the City fueling system.
18. Ensures all reimbursement from vehicular damage due the City is received; chairs Vehicle Accident Review Committee.
19. Operates a microcomputer with spreadsheet and word processing software.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Writes bid specifications for vehicles and equipment approved for purchase; reviews bids and recommends award based on price and compliance with specifications.
2. Monitors Departmental requests, inventory lists and maintenance schedules to ensure a pool of vehicles and equipment is available to meet requirements.
3. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES: Budget Analyst, Fleet Acquisition and Utilization Manager, Fleet Operations Manager, Impound Services Manager, and Secretary-Executive.
MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of fleet management.
Knowledge of the federal, state, and local laws and regulations relating to fleet management.
Knowledge of the principles of internal combustion engines and operating systems of various types of equipment.
Knowledge of the maintenance requirements of vehicles and various equipment.
Knowledge of federal, state, and local laws relating to the disposal of impounded vehicles.
Knowledge of policies and procedures used to impound property.
Knowledge of ordinances, rules and regulations governing impounded property.
Knowledge of budgeting processes.
Knowledge of accounting principles.
Knowledge of requirements for procurement of public properties.
Knowledge of computer fundamentals and business software, including spreadsheet and word processing software.
Skill in the operation of a microcomputer utilizing spreadsheet and word processing software.
Ability to develop policies and procedures for the operation of a centralized fleet of vehicles and equipment.
Ability to develop schedules for maintenance and replacement of vehicles and equipment.
Ability to read and interpret technical and engineering manuals related to motorized equipment.
Ability to prepare bid specifications for routine and special purpose equipment.
Ability to determine equipment needs from Departmental requests.
Ability to assign and direct the activities of assigned personnel.
Ability to communicate effectively, both orally and in writing.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor’s Degree in Business Administration, Automotive Engineering or a related area, four (4) years experience in directing fleet related activities, and two (2) years of supervisory experience. Equivalent combinations of education and experience will be considered.
