JOB
OBJECTIVE: To plan and direct activities of the Finance
Department and to advise the City Manager, and Pension Board members regarding
financial and investment issues.
ACCOUNTABILITY: Receives administrative direction from the City Manager.
ESSENTIAL
JOB FUNCTIONS:
1. Develops
long-range plans for the City's financial operations, including revenue growth,
taxation, borrowing, and capital improvement programs.
2. Develops
and implements policies and procedures for the operation of the Finance
Department, federal programs financial matters, and investment of City funds.
3. Develops
and implements policies and procedures for receiving, expending, and accounting
for City funds; directs an internal audit program to ensure compliance with
City policy, generally accepted accounting principles, and the conservation and
protection of assets.
4. Develops
and implements the annual budget manual, policies and procedures for the
preparation of the City budget and Comprehensive Annual Financial Report.
5. Prepares
annual and multi-year revenue estimates for use in budget preparation; develops
other budget summaries and schedules; directs preparation of the annual budget
document.
6. Ensures
that the total budget is compiled and presented to the City Manager by
established deadlines; presents information regarding budget requests and
revenue estimates to the City Manager as required.
7. Confers
with and advises the City Manager, City boards and commissions, and City
department directors regarding fiscal operations, budget administration and
fiscal aspects of contracts.
8. Prepares
and interprets financial reports, cost analysis, and statistical data for the
City Manager.
9. Manages
City’s investment portfolio and debt issuance.
10. Serves
as Treasurer for City funds and the Police, Fire and Municipal Judges' Pension
Funds; determines the amount of money from each fund available for investment
and the term of the investment.

11. Presents
monthly financial reports to Police and Fire Pension Funds; serves as voting
member of Police Pension Board; advises the Municipal Judges Pension Fund regarding
financial and investment issues; serves as trustee for the Non-Uniform Employee
Pension Fund.
12. Plans
and directs the fiscal aspects of City bond issues; develops bond issues by
determining methods of financing, recommending method of sale for bonds and
working with bond counsel and financial advisors to prepare required
documentation.
13. Provides
information required by bond rating services to ensure City bond issues are
rated.
14. Directs
activities required to administer and collect payment in lieu of tax and
administrative fees for industrial development, tourism, and related revenue
bonds.
15. Approves
annual internal audit work plan; implements procedural changes as needed to
correct any problems found.
SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Performs
other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides general
direction to the Auditing Manager, Budget Officer, City Controller,
Purchasing Agent, and Treasury Manager; provides general supervision to
the Pension Technician and the Secretary - Executive.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
a Bachelor's degree in Accounting, Finance, Business Administration, or
a related field; at least four (4) years experience in governmental
accounting and finance at an administrative level, or public accounting experience
with governmental clients; at least two (2) years of investment
experience; at least two (2) years supervisory experience; OR any
equivalent combination of experience and training which provides the required
knowledge, skills, and abilities.
