TITLE: Deputy City
Attorney
JOB
OBJECTIVE: To provide staff
legal support for complex cases and other legal matters involving the City.
ACCOUNTABILITY: Receives general direction from the
City Attorney or Chief Deputy City Attorney.
ESSENTIAL
JOB FUNCTIONS:
1. Handles
litigation matters or legal projects from the filing of the complaint or
responsive pleading until ultimate disposition as assigned by the City Attorney
or Chief Deputy City Attorney.
2. Assists
City Department Directors with legal matters concerning their departments.
3. Researches,
drafts, monitors, and recommends legislation affecting municipal government,
the City, and its employees, or any combination thereof.
4. Prepares
special reports as assigned by the City Attorney or Chief Deputy City Attorney;
makes budget recommendations or prepares budget information as assigned.
5. Develops
and presents special training programs to City employees regarding legal issues
concerning City government; prepares and presents in-house Continuing Legal
Education (CLE) programs.
6. Conducts
legal research and prepares legal opinions for the City Attorney.
7. Represents
the City of Little Rock in all local, state, and federal courts or at
administrative hearings as assigned, including presentation of oral arguments
and testamentary evidence, etc.
8. Attends
board, commission, task force, and committee meetings concerning the City of
Little Rock as assigned to provide legal guidance.
9. Receives,
reviews, processes, and responds to citizen complaints.
10. Drafts
proposed City ordinances as required.

11. Advises
the City Attorney, Chief Deputy City Attorney or Department Directors regarding
policy formation as directed.
12. Prosecutes
persons that have allegedly violated City ordinances or State laws in Municipal
and Circuit Court.
13. Provides
supervision to the Assistant City Attorneys on a project basis.
14. Performs other related duties as required.

knowledge of the organization, functions, and legal limitations on
the authority of City departments.

knowledge of legal principles and practices.

knowledge of legal research methods and techniques.

knowledge of the legal requirements pertaining to contracts.

knowledge of applicable criminal law.
Ability to

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of Juris Doctorate Degree; at least four years of active
legal experience; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must
possess an Arkansas law license and be in good standing with the Arkansas Bar.
