JOB TITLE:  Court Administrator (Civil/Criminal)

 

MAINTENANCE REVIEW DATE:  December 1996

 

ORG/POS #:  1051/1004

 

JOB OBJECTIVE:  To ensure that daily operations of the Civil/Criminal Court are completed in a timely and efficient manner.

 

ACCOUNTABILITY:  Receives general direction from the Civil/Criminal Court Judge.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Assigns and reviews activities of assigned personnel to assure that all materials required for court proceedings are assembled properly; contacts outside agencies to obtain services of special court reporters or other special services such as foreign language or sign language interpreters.

 

2.         Determines budget needs and priorities based on goals and objectives of the court; compiles tentative annual budget figures for approval by the Judge.

 

3.         Reviews monthly budget reports to ensure that budgeted amounts are not exceeded; prepares account transfer requests as required.

 

4.         Interviews and recommends qualified applicants for court positions to the Judge; provides training and information regarding procedures and court operations to new court employees.

 

5.         Reviews applications of persons seeking to write bonds to assure proper bonding or insurance is in effect; notifies bondsmen of bond forfeiture; notifies the City Attorney of persons failing to make required payments.

 

6.         Issues, deletes, and recalls warrants and subpoenas.

 

7.         Establishes hard-copy and computerized filing systems for court records and materials; suggests system changes when necessary and implements upon approval.

 

8.         Operates national and state computer terminal to access criminal records; reprints warrants; recommends extension of time for payment of fines, placing hold on warrants, excusing witnesses, etc.

 

9.         Reviews professional literature and monitors changes in legislation to ensure proper administration of the court.

 

10.       Assists in obtaining municipal court grants by compiling information for the grant proposal.

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Requisitions or purchases needed equipment and supplies; prepares purchasing specifications for special equipment.

 

2.         Maintains payroll and leave records for court employees; prepares personnel status change forms and payroll sheets for court employees.

 

3.         Researches and recommends special project and procedural changes required for court security or to improve the efficiency of court operations.

 

4.         Provides information and explains laws and procedures to defendants, attorneys, witnesses and members of the public, etc.; prepares public notices of changes in court procedures.

 

5.         Compiles and analyzes data on court activities such as disposition of cases, revenue trends, effects of policies; prepares reports listing results of analysis.

 

6.         Ensures maintenance of court buildings, equipment and grounds; contacts General Services or other City departments as required to obtain needed maintenance.

 

7.         Schedules courtroom tours and presentations by court employees to schools and civic groups; prepares and presents public service announcements and speeches to civic groups; serves as a representative of the Civil/Criminal Court at meetings.

 

8.         Serves as backup to court clerical staff.

 

9.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general supervision to the Court Clerks (Civil), Court Clerks (Criminal), Court Reporter, and Probation Officer - Senior.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

 

Considerable knowledge of State, Federal, and Civil Laws and City Ordinances.

 

Considerable knowledge of Municipal Court operation and knowledge of guidelines governing the Criminal Justice probation system.

 

Good knowledge of legal requirements for issuing warrants and subpoenas.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s Degree in Public Administration, Criminal Justice or a related area;  at least two (2) years of experience in criminal justice court administration, legal office administration or a related area; OR any combination of experience and training which provides the required knowledge, skills and abilities.
