Community Relations Coordinator

JOB OBJECTIVE:
To develop and implement the goals and activities of the Alert Centers
and to implement a program of citizen awareness and involvement in community
interaction and development.
ACCOUNTABILITY:
Receives general direction from the City Manager.
ESSENTIAL JOB FUNCTIONS:
1. Develops and implements policies and
procedures governing the operation of neighborhood Alert Centers.
2. Meets with neighborhood residents to
negotiate work plans for each Alert Center ensuring needs and goals of
neighborhoods are addressed; develops staff and community incentive bonuses.
3. Develops and monitors Alert Centers and
any related grant budgets.
4. Serves as liaison in the establishment
of a coalition of neighborhood associations that will be responsible for
community goal setting and strategy planning; resolves differences to unite
groups into development of similar goals and objectives.
5. Serves as an advocate for neighborhood
associations for presentation of issues to the City Manager.
6. Develops a program of citizen education
to inform Little Rock residents of City services available, available local
programs and services and how to act to access them, issues affecting
residents, etc.; develops workshops, forums, published materials, etc., as
necessary.
7. Analyzes citizens' goals, concerns, and
needs and evaluates City programs addressing these issues by means of a citizen
survey.
8. Works with City Grant Writer to
identify potential grants to assist with resident goal attainment; provides
needed information for grant applications to the City's Grant Writer.
9. Ensures compliance with departmental
reporting procedures for Alert Center activities.

centers to allow citizens to call in with problems, complaints, positive
feedback, or suggestions; ensures information is passed on to the correct
department and appropriate action is taken.

supervision to the Program Assistant I and indirect supervision to the
Alert Center Facilitators.

initiatives.
Considerable knowledge of the signs and causes of substance
abuse.
Good knowledge of budget development and
administration.
Ability to develop and implement comprehensive
community action plans, policies, and procedures.
Ability to communicate effectively both orally
and in writing with diverse groups of people.
Ability to plan, direct, and review the
activities of the Alert Center program staff.
Ability to analyze and interpret data and
prepare reports of research findings.
Ability to read and interpret laws and
regulations.
Ability to prepare detailed narrative reports,
presentations, and public informational brochures.
Ability to establish and maintain effective
working relationships with community organizations, educational institutional
leaders, business community leaders, City staff, and the general public.
Ability to maintain a detailed record keeping
system.
Ability to promote and direct group interaction.
Ability to plan and organize group meetings,
seminars and conferences.
Skill in the operation of a computer utilizing
word process software.
ACCEPTABLE EXPERIENCE
AND TRAINING:
Completion of a college
degree in Sociology, Psychology, Public Administration, Communications, or a
related field; at least two years of experience with the planning and
implementation of community relations, organizational development, human
relations, or related programs; at least one year of supervisory experience;
OR any equivalent combination of
experience and training which provides the required knowledge, skills, and
abilities.
