JOB OBJECTIVE: To manage and
coordinate administrative and program development and monitoring functions for
the Community Programs Department.
ACCOUNTABILITY: Receives general
direction from the Director of Community Programs.
ESSENTIAL JOB FUNCTIONS:
1. Conducts, or ensures completion of,
research, data collection, and statistical analysis necessary for the program
operations, development of funding sources, and monitoring of department
programs in areas such as alcohol and drug abuse, domestic and youth violence,
crime, gang activities, model programs, and workforce development.
2. Identifies and evaluates the need for
information technology and management systems; coordinates the development and
implementation of these systems upon approval of the Director of Community
Programs.
3. Develops and implements programs for
monitoring, surveying, and evaluating goals and achievements related to all
Community Programs Department activities, including prevention, intervention,
and treatment (PIT) programs and workforce development programs.
4. Supervises Community Programs Monitors'
reports on budget and program activities to ensure that established budget and
program goals and standards are achieved and are within budget; makes reports
and recommendations to the Director concerning
progress of programs and their compliance with budgetary requirements
5. Prepares special narrative and
statistical reports such as foundation annual reports and management
information system reports; prepares program updates for City Departments and
Board of Directors, program briefs for the general public, and program
monographs for possible publication in professional journals.
6. Performs the duties of the Director of
Community Programs in the absence of the Director.
7. Operates a computer to write reports,
collect data for research, track progress of work, prepare budgets, perform
statistical analysis, and prepare presentations; occasionally uses a computer
to access the Internet for research; uses word processing software such as
WordPerfect and Word, database software (Paradox), spreadsheet software
(Excel), desktop publishing software (Pagemaker) and graphics software (Arts
& Letters) in the performance of assigned duties.

9. Coordinates the Community Programs
Department annual budgetary process; gathers tentative budget figures on
department programs, conducts financial analysis, monitors budget by reviewing
monthly budget report, and compiles budget figures into an annual departmental
budget; submits a proposed annual budget to the director for approval.
10. Supervises the processing of all budget
transactions including purchase requisitions, payroll, travel requests, lease
agreements, and account transfers.
11. Develops, and recommends to the Director,
policies and procedures for governing the operations of the programs assigned
to the Community Programs Department.
12. Prepares presentations and provides
information to City Departments, Board of Directors, and the general public, regarding
new programs and ongoing projects; makes presentations, as needed and/or
assigned, on specific projects.
13. Serves as a liaison between the
department and various task forces, commissions, and other committees, as
assigned by the Director of Community Programs.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Coordinates special projects as
assigned by the Director such as the development of displays for presentations,
program tours for visiting delegations, and events involving the Department of
Community Programs and/or its programs.
2. Performs other related duties as required.
SUPERVISORY
RESPONSIBILITIES:
Provides general supervision to the
Community Programs Monitors; provides general supervision to other
program coordinators for special projects and/or events; provides immediate
supervision to the Accounting Clerk II (???).

Considerable knowledge of management principles and practices.
Considerable knowledge of social programs and services.
Considerable knowledge of budget processes.
Considerable knowledge of
research methods, techniques, and statistical methods.
Good knowledge of computer fundamentals and business software, including
word processing, desktop publishing, database, and spreadsheets.
Skill
in the operation of a microcomputer utilizing database, desktop publishing,
spreadsheet and word processing software.
Ability to develop comprehensive administrative plans and procedures.
Ability to analyze and prepare reports of research findings.
Ability to read and interpret City codes and ordinances.
Ability to communicate
effectively both orally and in writing.
Ability to plan,
direct, and review activities of assigned personnel.
ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of a Bachelor's degree in
Public Administration, Business Administration, Psychology, Sociology, or a
related area; at least two (2) years experience in management or
administration of social programs; at least one (1) year of supervisory
experience; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
