JOB TITLE:  Community Programs Assistant

 

MAINTENANCE REVIEW DATE:  August 1996

JOB OBJECTIVE:  To assist in the effective maintenance of a community partnership program with City departments, and public and private organizations.

 

ACCOUNTABILITY:  Receives general supervision from the Community Programs Coordinator.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Maintains relations with neighborhood associations, community coalitions, community based organizations, and other civic groups, including providing technical assistance.

 

2.         Provides staff support for special projects and to assigned City sponsored initiatives and community activities (i.e., commissions, tasks force, committees, Board of Directors); prepares scheduled reports and special reports as requested.

 

3.         Schedules and attends assigned commission/task force meetings; provides meeting notices, minutes, reports and other information utilizing word processing, spreadsheet, graphics and database software; conducts special studies and surveys as assigned.

 

4.         Develops and maintains a centralized listing of neighborhood associations, community coalitions, community based organizations and other civic groups working with the Department of Community Programs; maintains files for all negotiated work plans and neighborhood improvement plans.

 

5.         Speaks to neighborhood associations, community coalitions, community based organizations and other civic groups to encourage and motivate individual and group involvement in City sponsored initiatives and community activities.

 

6.         Researches and develops model community service programs and activities; makes recommendations on implementation and budgeting of model programs and activities to Community Programs Coordinator.

 

7.         Develops, publishes, and distributes a neighborhood newsletter regarding neighborhood association activities, projects, and services available to assist the associations; utilizes word processing, spreadsheet, graphics and database software.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Good knowledge of sensitivity factors of culturally diverse neighborhoods.

 

Good knowledge of standard office practice and procedures.

 

Good knowledge of human service programs.

 

Good knowledge of research methods and techniques.

 

Good knowledge of proper filing and record keeping systems.

 

Some knowledge of local neighborhood associations, community based organizations, and civic groups and their goals.

Familiarity with statistics.

 

Familiarity with contract documents.

 

Familiarity with basic accounting principles.

 

Skill in the operation of a microcomputer, utilizing word processing software.

 

Ability to plan and coordinate the organization of material and development of procedure.

 

Ability to communicate effectively, both orally and in writing, with individuals and diverse community groups and officials.

 

Ability to refer groups and individuals to community agencies for guidance.

 

Ability to maintain detailed hard copy and computer files and records.

 

Ability to prepare detailed narrative and statistical reports.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of two years of course work in Public or Business Administration, Sociology, Psychology, Public Relations, or liberal arts; at least two years experience in the field of community relations, public relations, or citizen participation programs; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
