Community Development Planner

JOB OBJECTIVE:
To create community development and housing plans and strategies and to
ensure that required applications and planning documents are submitted timely
and accurately.
ACCOUNTABILITY:
Receives general direction from the CDBG and Housing Programs
Manager.
ESSENTIAL JOB FUNCTIONS:
1. Conducts research and develops the
Consolidated Plan for submission to the U.S. Department of Housing and Urban
Development (HUD) every five years; prepares detailed annual updates to the
plan each year.
2. Compiles data and prepares an annual
non-housing community development plan for projects which will enhance the
quality of life and livability in low income neighborhoods.
3. Ensures that documents and plans which
must be submitted to HUD and other agencies for entitlement grant funding are
completed timely and accurately.
4. Researches information to determine new
sources of community development and housing finance; prepares grant
applications, including budget projections, and submits them to the appropriate
agencies.
5. Drafts agreements and contracts between
the City and community housing development organizations, private owners, developers
and lenders.
6. Answers questions and provides
information to individuals regarding community development programs and related
reports.
7. Establishes and maintains files and
records related to Community Development programs.
8. Researches and analyzes housing and
community development or redevelopment proposals to ensure efficiency and
feasibility.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Meets with personnel of non-profit
community development organizations, social service agencies, banks, lending
institutions, and other government agencies to assemble information and data
required for community development projects.
2. Coordinates citizen participation
planning in community development and housing programs; attends citizen group
meetings to provide information and solicit support for programs.

REQUIRED KNOWLEDGE,

Development (HUD) programs and their requirements.

issues.

for community development programs.
Considerable knowledge of technical writing methods and
techniques.
Considerable knowledge of proper English grammar, spelling,
punctuation, and syntax.

Good knowledge of federal program administration
regulations and reporting procedures.

ACCEPTABLE EXPERIENCE
AND TRAINING: Completion of a Bachelor’s Degree in
Business Administration, Public Administration, or a related area; at least
two years of experience working with community development or housing
programs in an administrative or professional capacity; at least one year of
experience in technical writing, or a related area; at least one (1)
year of supervisory experience; OR
any equivalent combination of experience and training which provides the
required knowledge, skills, and abilities.
