JOB OBJECTIVE:  To coordinate the planning and administration of the CDBG and other federal grant programs.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Compiles CDBG Program budget data and prepares annual program budget; reviews expenditures to ensure account balances are not exceeded.

 

2.         Assesses efforts to further fair housing; ensures compliance with federal law by recommending activities and actions; answers questions, provides information, and handles complaints related to the federal Fair Housing Act.

 

3.         Coordinates the administration of the Emergency Shelter Grant by preparing the grant application, administering the allocation process, drafting agreements with funded provider agencies, and tracking progress of the agencies in completing funded activities.

 

4.         Coordinates activities with the Public Works Department to implement public facility improvement projects by assisting with engineer and contractor selection, drafting contracts and relevant correspondence, and providing administrative oversight during project construction.

 

5.         Assists with citizen participation planning in community development and housing programs; attends citizen group meetings to provide information and solicit support for programs.

 

6.         Conducts research and surveys, collects information; drafts environmental assessments of community development and housing programs and projects.

 

7.         Conducts surveys, collections information, and drafts position papers and correspondence in response to inquiries regarding community development and housing programs and policies.

 

8.         Assigns and directs the work activities and monitors the performance of the Administrative Assistant I (Administration), Mapping and Graphics Technician, and Neighborhood Revitalization Specialist.

 

9.         Answers questions and provides information regarding community development and housing programs.

 

10.       Operates a City pool automobile in the completion of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Supervises the procurement of equipment, supplies, and services for the CDBG and Housing Programs Division; approves requisitions which comply with budget and procedural constraints.

 

2.         Establishes and maintains hard copy and computer files and records related to Community Development Programs.

 

3.         Operates a microcomputer with spreadsheet and word processing software to generate letters, memoranda, and reports.

 

4.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:  Provides general supervision to the Administrative Assistant I (Administration), Mapping and Graphics Technician, and Neighborhood Revitalization Specialist.

 

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of federal, state, and local laws and regulations governing CDBG and housing programs.

 

Knowledge of technical writing methods and techniques.

 

Knowledge of budget processes.

 

Knowledge of research methods and techniques.

 

Knowledge of computer fundamentals and business software, including spreadsheet and word processing software.

 

Knowledge of proper filing and record-keeping systems.

 

Skill in the operation of an automatic transmission automobile.

 

Ability to assign and direct the work activities of assigned personnel.

 

Ability to monitor the performance of assigned personnel.

 

Ability to analyze and interpret research findings.

 

Ability to monitor budget expenditures and determine annual budget requirements.

 

Ability to perform mathematical calculations.

 

Ability to communicate effectively, both orally, and in writing.

 

Ability to establish and maintain hard copy and computer files and records.

 

These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor’s degree in Business Administration, Public Administration, or a related area,  two (2) years of experience in working with community development or housing programs in an administrative or professional capacity, one (1) year of supervisory experience.  Equivalent combinations of education and experience will be considered.

 

ADDITIONAL REQUIREMENT:  Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
