JOB TITLE:  Communications Center Manager

 

MAINTENANCE REVIEW DATE:  June 2001

JOB OBJECTIVE:  To manage the activities of the Communications Center and development and implementation of policies, procedures, and training exercises.

 

ACCOUNTABILITY:  Receives general direction from the Assistant Chief of Police.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Reviews the development and recommends the implementation of divisional policies and procedures to the Assistant Chief of Police.

 

2.         Coordinates the designing of City communication systems with IT, and Fire to meet user needs; reviews system performance for necessary modifications.

 

3.         Conducts research and exchanges information with consultants, engineers, City management, and equipment manufacturers to determine communications needs and resolve problems.

 

4.         Prepares the annual budget figures for the Communications Center; monitors budget expenditures.

 

5.         Ensures all materials for the licensing of City communications systems are compiled and submitted as required.

 

6.         Reviews and approves the development of training programs for the Communications Operators and other City employees who utilize communications equipment.

 

7.         Provides information regarding Communications Center programs and duties to civil groups, schools, and City, State, and Federal agencies; provides information to the news media concerning specific emergency situations.

 

8.         Operates an assigned City automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Prepares bid specifications for new communications equipment; reviews bids and recommends selection of vendors based on cost and compliance with specifications.

 

2.         Reviews the activities of contractors engaged in the installation or repair of communication equipment to ensure proper operation.

 

3.         Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Comprehensive knowledge of the principles and technical requirements of radio and telecommunications systems.

 

Comprehensive knowledge of Federal Communications Commission rules and regulations governing radio and telecommunications operations.

 

Considerable knowledge of the budget process.

 

Good knowledge of the design of communication systems.

 

Skill in the operation of a two-way radio.

 

Skill in the operation of a computer terminal.

Skill in the operation of an automatic transmission automobile.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to prepare detailed reports.

 

Ability to develop detailed bid specifications for communications equipment.

 

Ability to plan and implement communications programs involving multiple City departments and outside agencies.

 

Ability to direct the work activities of assigned professional staff.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s degree in Communications, or a related area; at least four (4) years of experience in the administration of a communications center, or a related area; at least two (2) years of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess or be able to obtain a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
