JOB TITLE: Code Enforcement Officer-Senior
(Housing and Neighborhood Programs)

OBJECTIVE: To inspect or supervise the inspection of
dwellings, premises, and vacant lots for compliance with City codes; to
initiate and document appropriate actions to ensure dwellings, premises, and
vacant lots found in violation are repaired, condemned, razed, or cleaned in
compliance with City ordinances.
ACCOUNTABILITY: Receives general supervision from the Code Enforcement
Supervisor (Housing and Neighborhood Programs).
ESSENTIAL
JOB FUNCTIONS:
1. Receives
written notice of citizens' complaints and receives complaints by telephone
regarding violations of housing or premise standards; responds to complaints by
assigning an Inspector or performing on-site inspections.
2. Inspects
or supervises the inspection of structures, premises, and vacant lots for code
compliance by visually reviewing the condition of walls, floors, ceilings,
electrical wiring, plumbing and heating fixtures, stairways, porches, ancillary
structures, exterior premises, and vacant lots.
3. Reinspects
dwellings and premises where violations were found to determine whether
corrections have been made.
4. Issues
citations, including court appearance dates, to owners or responsible persons
failing to comply with codes.
5. Researches
deeds, abstracts, previous inspection records, and other records to obtain
legal descriptions of properties in order to determine ownership.
6. Meets
with owners and contractors to discuss code violations, necessary repairs, and
time frames for repairs or corrections.
7. Provides
information required by the City Attorney and Board of Directors to initiate
condemnation, or demolition procedures.
8. Inspects
the dwellings of citizens seeking housing rehabilitation loans or grants to
determine types of repair needed, the best method for accomplishing repairs,
and an estimate of the cost of repairs.
9. Operates
an assigned City automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Inspects
or supervises the inspection of existing housing structures for minimum
dwelling space and sanitation requirements.

2. Completes
an inspection report for each dwelling, listing any code violations found.
3. Notifies
owners of violations which must be corrected and a time frame within which
repair or correction must be completed; prepares standard form letters
notifying owners of violations, inspection, or reinspection appointments, and
related information.
4. Notifies
Code Enforcement Supervisor of unusual situations found during inspections and
dwellings or premises found to be in gross violation of codes.
5. Maintains
a file for each inspection, including the inspection report, a listing of any
violations, and correspondence related to the particular property.
6. Prepares
daily reports listing the number and type of inspections, violations found,
violations corrected, and citations issued; compiles information from daily
reports into a monthly report.
7. Answers
questions and provides information to citizens regarding housing and premise
codes enforcement practices; provides information to citizens seeking home
rehabilitation loans or grants.
8. Testifies
in court cases involving violations of the City's housing and premise codes.
9. Compiles
information for special reports regarding housing, premise, and vacant lot
conditions within the City or areas to be annexed.
10. Provides
training to new inspectors.
11. Performs other related duties as
required.
SUPERVISORY RESPONSIBILITIES:
Provides general
supervision to assigned Code Enforcement Officers (Housing and Neighborhood
Programs).

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable
knowledge
of federal, state, and city housing and premise codes and ordinances.
Considerable
knowledge
of housing and premise code inspection and enforcement practices and
procedures.
Good
knowledge
of standard materials and practices of the building trades.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
high school; at least two (2) years of experience in housing and premise
inspection or a related area; OR any
equivalent combination of experience and training which provides the required
knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENTS:
Must possess
Citation Authority Certification before employment and maintain certification
for the duration of employment in this position.
Must possess
certification as a Housing Rehabilitation and/or Building Inspector before
employment and maintain certification for the duration of employment in this
position.
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
