JOB DESCRIPTION
JOB TITLE: Code Enforcement Officer-Senior
(Housing and Neighborhood Programs - Demolition)
MAINTENANCE

OBJECTIVE: To ensure condemnation and demolition of
structures which have been determined unsafe/vacant by City Code Enforcement
Officers.
ACCOUNTABILITY: Receives general supervision from the Code Enforcement
Supervisor (Housing and Neighborhood Programs).
ESSENTIAL
JOB FUNCTIONS:
1. Inspects
structures which have been declared unsafe/vacant and confirms all
documentation and legal notices are in order and in compliance with state law;
ensures these structures are not in a Historic or Capital Zoning District, that
there is no pending litigation, and that their conditions warrant condemnation
and demolition.
2. Prepares
the proposed condemnation ordinance for submission to the Board of Directors;
prepares, executes, and delivers the legal notices required prior to and after
the Board of Directors' condemnation.
3. Recommends
modifications to demolition bid specifications for review by supervisor.
4. Receives
requisitions for demolitions from supervisor; prepares and executes the
contract and Notice to Proceed for the demolition work indicated on the
requisition.
5. Completes
affidavits which stipulate time limits for property owners wishing to repair or
demolish their own structures.
6. Inspects
demolition work in progress and approves the condition of sites after the
demolition work is completed; receives and recommends payment of invoices for
demolition work performed by contractors.
7. Transmits
copies of invoices to the Collector's Office; files liens against properties
for which invoices are not paid and releases liens when payments are finally
made.
8. Prepares
and files with the Circuit Clerk release of condemnation when invoices for
condemned structures are paid.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Prepares
and transmits a request to the title company to research and certify ownership
and mortgagees on properties which are to be condemned; researches owner and
mortgagee addresses to complete information required on the certifications
provided by the title company.

2. Posts
condemnation notices on condemned properties, takes required photographs and
videotapes the structures and their vicinities; inspects condemned structures
to determine whether the requirements of the Condemnation Ordinance have been met
prior to demolition.
3. Prepares
the condemnation/demolition cost accounting form; prepares and delivers
invoices to owners of lots and structures for services provided by the City,
such as demolitions and the cutting of weed lots.
4. Answers
questions and provides technical information to citizens regarding the City's
condemnation and demolition programs.
5. Performs other related duties as
required.
SUPERVISORY RESPONSIBILITIES:
Provides general
supervision to an assigned Code Enforcement Officer.

of federal, state, and city housing and premise codes and ordinances.

of housing and premise code inspection and enforcement practices and
procedures.

of the application of demolition contracts.

of the legal requirements for lien filing.

knowledge
of standard materials and practices of the building trade.

of the procedures for issuing citations and warrants.
Skill in the operation of a
microcomputer.

photographic and video equipment.
Ability to communicate effectively,
both orally and in writing.
Ability to read and interpret City
Housing and Premise Ordinances.

federal housing rehabilitation rules and regulations.
Ability to identify code violations
during the inspection of dwellings, premises, and vacant lots.

and numerical reports and standard form letters.
Ability to locate, read, and
interpret legal descriptions and ownership records.

Ability to assign and review the
activities of assigned Housing and Premise Inspectors.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
high school; at least two (2) years of experience in housing and premise
inspection or a related area; OR any
equivalent combination of experience and training which provides the required
knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENTS:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
Must possess
Citation Authority Certification.
Must possess
certification as a Housing Rehabilitation and/or Building Inspector.
