JOB OBJECTIVE: To maintain the Computer-Aided Dispatch (CAD) and Radio Communications Systems and other auxiliary systems; to prepare computerized reports and charts; to provide technical support to the Communications Center personnel regarding software and hardware issues.
ESSENTIAL JOB FUNCTIONS:
1. Maintains the Computer-Aided Dispatch (CAD) system for use by 9-1-1 Dispatchers, 9-1-1 Call Takers, Fire and Police Departments; enters and updates unit, radio, and street addressing data; establishes user profiles; updates geographical assignments for fire and police units.
2. Maintains the Radio Communications Systems and other auxiliary systems; processes, installs, and programs work orders for system users; assigns raw radio identification numbers to all new radios; ensures the completion of all work orders.
2. Enters programmed identification information into the Radio Communications System; assigns identification numbers to equipment; establishes talk group formations, and group units on a single radio channel for special events; inhibits and uninhibits radios and enables telephone interconnect features; maintains hard copy records of system users.
3. Generates computerized statistical reports from the Computer Aided Dispatch (CAD) and Radio Communications Systems which details utilization information, call group assignments, specific unit histories and inquiries related to event details, and other requested information.
4. Updates and downloads mapping and street information in the Computer Aided Dispatch (CAD) system by utilizing graphics software programs.
5. Troubleshoots hardware, software and user problems at the 9-1-1 user workstations and coordinates systems problems with the Department of Information Technology, or other agencies, to ensure the problems are resolved.
6. Maintains the automated Computer Aided Dispatch (CAD) training system.
7. Maintains and administers the Radio Network Controller for the Mobile Data Terminal (MDT) network; coordinates system problems with the Department of IT or other agencies; performs daily checks and troubleshoots problems between the base site controllers and the system host.
8. Maintains the Southwestern Bell Call Data Software (Magic) by establishing users, running backups and status reports and archives information; troubleshoots hardware and software problems and coordinates repairs with Southwestern Bell.
9. Provides technical assistance and information to Communications Center personnel relative to hardware and software issues; responds to system emergencies including those occurring on weekends and after hours.
10. Establishes and maintains hard copy and computer files and
records of data regarding emergency warning system alarms and backup generator
testing; prepares reports as requested.
11. Operates the Dialogic Communications Computer during the weekly outdoor warning siren test; prepares a report of non-operable sirens; contacts Building Services for repairs.
12. Operates a microcomputer with database, spreadsheet, and word processing software to generate narrative and statistical reports.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Performs Digital Voice Privacy (DVP) radio reloading on radios to ensure secure transmissions.
2. Establishes and maintains a billing system database of non-city radio system users; prepares and mails bills; records receipts and monitors payment of bills.
3. Performs other related duties as required.

MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the operation and capabilities of microcomputers and associated peripheral equipment.
Knowledge of computer fundamentals and business software, including database, graphics, operating systems, spreadsheet and word processing software.
Knowledge of computer networking concepts.
Skill in the operation of a microcomputer, utilizing database, graphics, operating systems, spreadsheet, and word processing software.
Ability to read and interpret technical computer operations manuals.
Ability to enter information into the Communications computer network to initiate communication equipment operation.
Ability to generate computerized statistical reports utilizing the Radio System Computer Network.
Ability to enter and update data into the computer system database related to hazardous materials.
Ability to understand and work with computer networks.
Ability to maintain hard copy and computer files and records.
Ability to investigate hardware and software problems.
Ability to communicate effectively, both orally and in writing.
These knowledge, skills, and abilities are usually, although not always, acquired through the completion of two (2) years of college or vocational technical school coursework in Computer Science, or a related area and two (2) years of experience operating microcomputers, utilizing database, graphics, operating softwares, spreadsheet, and word processing software. Equivalent combinations of education and experience will be considered.
