JOB TITLE:  Civil Engineer III

 

MAINTENANCE REVIEW DATE:  February 1997

JOB OBJECTIVE:  To provide assistance in planning, developing and administering various capital improvement projects; to serve as project manager for assigned projects.

 

ACCOUNTABILITY:  Receives general direction from the Civil Engineering Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Develops record maintenance systems and ensures proper maintenance of all records related to capital improvement projects, including in-lieu contributions, tri-party agreements, utility agreements, maintenance bonds, and preliminary engineering studies.

 

2.         Negotiates contracts with consulting engineers, appraisers, and contractors; supervises the maintenance of street and drainage construction contracts.

 

3.         Reviews proposed designs for capital improvement projects to ensure compliance with federal, state, and city regulations and project specifications and to determine the feasibility of the proposed design.

 

4.         Recommends changes in design policies and regulations; compiles and updates policy and procedure manuals, listing regulations and standard specifications.

 

5.         Reviews contracts and related documents for capital projects to ensure compliance with specifications and federal, state, and local regulations; monitors the preparation, review, and approval of payments to engineers and contractors.

 

6.         Serves as project manager for assigned capital improvement projects by reviewing designs for compliance with regulations and supervises the inspection of work under construction, including utility construction for conformance with right-of-way regulations, ordinances, and approved plans.

 

7.         Approves right-of-way acquisitions for street and drainage projects; supervises the work of independent real estate appraisers.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Maintains records and compiles data necessary to ensure proper selection of engineering consultants.

 

2.         Serves as a liaison with other governmental agencies to determine the availability of capital improvement funding and to maintain current information on regulations affecting capital improvement projects.

3.         Prepares long-range plans and compiles required materials to ensure completion of multi-year programming documents; provides information to other City departments and outside agencies as required to develop and implement multi-year programs.

 

4.         Provides technical information required to develop and implement the capital improvement budget and bond programs; attends meetings of the Planning Commission and other City boards and commissions as required to present information regarding capital projects.

 

5.         Provides engineering review and construction supervision required for CDBG projects; provides technical information and assistance in the selection of CDBG projects.

 

6.         Answers questions and resolves disputes concerning the interpretation of construction plans and specifications.

 

7.         Prepares status reports regarding assigned projects; prepares reports regarding capital improvement projects and various programs for use by the City Engineer, Board of Directors and other agencies.

 

8.         Approves or recommends the approval of final payment to contractors and consultants at specified intervals.

 

9.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general direction to the Construction Project Administrator; provides general supervision to Civil Engineers II, Civil Engineers I, Civil Engineer – Engineer Interns, Engineering Coordinator, Engineering Technician – Senior, Land Surveying Specialist, and Engineering Specialists.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Comprehensive knowledge of Civil Engineering principles and practices.

 

Comprehensive knowledge of federal, state, and local regulations related to design and construction of public works projects.

 

Considerable knowledge of engineering mathematics.

 

Considerable knowledge of the methods, materials, and equipment required for public works civil engineering projects.

 

Ability to compile and analyze data relating to Civil Engineering projects.

 

Ability to plan and implement engineering projects.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s degree in Civil Engineering or a related area; at least four (4) years of experience in Civil Engineering or a related area; at least two (2) years of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENTS:

 

Must possess registration as a Professional Engineer (PE) before employment; must possess registration in the State of Arkansas as a Professional Engineer (PE) within one (1) year of employment; must maintain registration for the duration of employment in this position.

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
