JOB TITLE: Civil Engineer – Engineer Intern (EI)

JOB
OBJECTIVE: To review plans for street and drainage
system construction projects and to inspect construction for compliance with
approved plans and specifications.
ACCOUNTABILITY: Receives general supervision from the Civil Engineer III.
ESSENTIAL
JOB FUNCTIONS:
1. Serves
as liaison for major street and drainage projects by relating information to
City employees, consulting engineers, contractors and affected agencies and by
ensuring that affected agencies are notified of project specifications, funding
requirements and any applicable federal, state or local regulations.
2. Serves
as project manager for street and drainage construction projects by maintaining
records of funds available and amount spent, and by inspecting construction
periodically.
3. Investigates
citizen complaints regarding street and drainage systems and recommends methods
of correcting problems.
4. Recommends
street and drainage construction projects needed to eliminate specific problems
or to implement portions of master plans.
5. Reviews
plans for street and drainage construction projects to assure compliance with
specifications, master plans and ordinances.
6. Prepares
designs for assigned projects, including drainage calculations, material
specifications, estimates of materials needed and total cost.
7. Maintains
a file for each project, including plans, correspondence, design changes and
fund availability and usage.
8. Composes
correspondence to engineers and consultants related to construction projects
and inspection findings.
9. Prepares
regular and special reports on project status for use by the Director of Public
Works.
10. Prepares
and reviews consultant’s computer-generated analysis of drainage systems
checking flow capacities, hydraulic grade lines, and velocities.
11. Prepares
right-of-way acquisition documents for in-house projects; prepares legal
documents for temporary construction easements for in-house projects.
12. Monitors
project expenditures to ensure budget amounts are not exceeded; processes
purchase orders for payment to vendors and contractors with supervisor’s
approval.

and specifications; performs semifinal inspection of construction and lists
items to be corrected before final approval.
14. Operates
a City pool automobile in the performance of essential job functions..
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Prepares
material for presentation to City Boards and Commissions regarding specific
projects as assigned.
2. Performs
special engineering studies as assigned, such as review of specific ordinances
related to street and drainage systems and related engineering areas.
3. Visits
areas to be annexed into the City to collect data on existing street and
drainage systems.
4. Prepares
regular and special reports on project status for use by the Director of Public
Works.
5. Assists
survey crew in collecting survey data for design purposes.
6. Performs
other related duties as required.

ACCEPTABLE
EXPERIENCE AND TRAINING: Completion of a Bachelor’s
degree in Civil Engineering, or a related area; OR any equivalent combination of experience and training which provides
the required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENTS:
Must possess
registration as an Engineer Intern (EI) before employment; must possess
registration in the State of Arkansas as an Engineer Intern (EI) within one (1)
year of employment; must maintain registration for the duration of employment
in this position.
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
