JOB OBJECTIVE: To plan and direct CDBG and housing programs and to ensure program activities are in compliance with federal, state, and local regulations.
ESSENTIAL JOB FUNCTIONS:
1. Plans and directs the administration of Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), Emergency Shelter Grant (ESG), and other housing programs, by establishing and implementing program policies and procedures.
2. Operates automobile to meet with Neighborhood Planning Committees, the Neighborhood Coordinated Planning Committee, and City personnel to plan and implement CDBG citizen participation programs.
3. Serves on the Selection Committee to select consulting engineers to design CDBG and other housing projects; prepares contracts for projects which involve the City and engineering firms.
4. Prepares bid packets for advertisement; attends bid openings to examine bids and recommend contract awards; prepares contracts for projects which involve the City and contractors.
5. Conducts research and drafts position papers, letters for the City Manager's signature, Board of Directors' communications, and other correspondence reflecting the City's response to federal reports, or contractor and citizen requests or complaints.
6. Writes bid specifications for professional services required for CDBG and other housing programs, such as appraisal and escrow services.
7. Oversees the compilation of data and preparation of City’s Consolidated Plan for review by the Director of Housing and Neighborhood Programs.
8. Coordinates activities intended to assist development of the Community Housing Development Organizations (CHDO) and Community Development Corporations (CDC).
9. Underwrites and evaluates proposals, and participates in funding for CHDO, CDC, nonprofit, and for profit housing projects.
10. Develops and submits grant and loan applications to secure funding for housing and economic development programs.
11. Makes public presentations to the Board, staff committees, and various organizations on CDBG, HOME, and EGS programs.
12. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Reviews and approves housing applications by considering factors such as contractors' ability to remain within cost estimates, applicants' ability to make payments, and whether the applications comply with policies and procedures.
2. Provides technical information to citizens, contractors, and other City employees for resolving problems pertaining to federally funded construction projects.
3. Oversees the preparation of grantee performance reports, the annual CDBG application, environmental review records, and semiannual reports regarding minority business participation in CDBG programs.
4. Supervises the maintenance of files and records relating to CDBG and other programs.
5. Investigates citizen complaints concerning CDBG and other programs, and initiates corrective actions.
6. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES: . Provides general direction to the CDBG Program Administrator, Community Development Planner, and Housing Programs Administrator; provides general supervision to the Administrative Assistant I (CDBG – Housing Programs).
MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of CDBG program regulations, grant application procedures, and federal reporting procedures.
Knowledge of the employment laws and regulations governing federal contractors.
Knowledge of Housing and Urban Development (HUD) programs available for housing and neighborhood redevelopment.
Knowledge of federal program administration regulations and reporting procedures.
Knowledge of technical writing methods and techniques.
Knowledge of the City's bidding process.
Knowledge of state and local building codes.
Knowledge of available public and private funding sources for neighborhood redevelopment projects.
Knowledge of descriptive statistics.
Skill in the operation of an automatic transmission automobile.
Ability to plan and implement CDBG programs.
Ability to develop and implement policies and procedures for CDBG housing programs.
Ability to prepare contracts for joint programs between the City and consulting engineers and contractors.
Ability to maintain hard copy files and records.
Ability to approve housing applications.
Ability to perform mathematical calculations.
Ability to write bid specifications for professional services.
Ability to prepare statistical and narrative reports.
Ability to plan, direct, and review activities of assigned personnel.
Ability to communicate effectively, both orally and in writing.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's degree in Business Administration, Public Administration, or a related field; at least four (4) years of experience in CDBG governmental housing programs administration, or a related area; at least two (2) years of supervisory experience, which includes the supervision of professional-level employees. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS: Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
