JOB TITLE:  Cable Television Coordinator

 

MAINTENANCE REVIEW DATE:  January 1999

JOB OBJECTIVE:  To supervise the City's audiovisual communications and television operations.

 

ACCOUNTABILITY:  Receives general supervision from the Assistant City Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Plans, directs, and coordinates all video production services, including the broadcasting and recording of City Board and Commission meetings and non-televised educational and training films.

 

2.            Provides consultation to City department representatives in developing strategies for the use of cable television and video production services to produce effective educational, training, and informative programs.

 

3.         Serves as liaison to the cable company on technical matters.

 

4.         Trains, directs, and supervises personnel in the operation of multi-camera video switching and recording systems during live telecasts of City Board meetings.

 

5.            Supervises the operation of video equipment in the editing of filmed materials to produce public service announcements, special announcements, and special programs for City departments.

 

6.            Supervises the design, construction, and remodeling of video production facilities; develops a plan to equip rooms and facilities to house video equipment.

 

7.            Prepares bid specifications for the purchase of all video related equipment.

 

8.            Supervises the installation, maintenance, and scheduling of visual communications equipment and systems, and the coordination of its use.

 

9.            Supervises the maintenance of files and materials for use as background for special announcements and for stock footage.

 

10.            Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.            Develops, recommends, and implements operating policies to ensure quality programming and telecasting; researches material for long-term planning for video applications.

2.            Recruits and selects independent contractors, volunteers, work study students, and interns.

 

3.            Supervises the scheduling of special events sponsored by City agencies in the preparation of announcements for broadcast.

 

4.            Contacts outside agencies to obtain materials for broadcast.

 

5.            Compiles tentative annual budget figures for personnel, equipment, and material costs and submits them to the Assistant to the City Manager for approval.

 

6.            Provides photographic services to City departments for special events.

 

7.            Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general supervision to the Video Production Technician, Youth Video Program Coordinator, assigned interns, work study students, and contractors.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor's degree in Radio, Television, and Film, or a related area; at least two (2) years of experience in television production; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
