JOB DESCRIPTION
JOB TITLE: Building Services Manager
MAINTENANCE REVIEW DATE: March 1999

JOB OBJECTIVE: To plan and direct the Building Services
Division and custodial services in the remodeling, repair, new construction and
maintenance of City owned buildings.
ACCOUNTABILITY: Receives general direction from the
Assistant Director of Public Works.
ESSENTIAL JOB FUNCTIONS:
1. Discusses projects with department
directors to determine scope of work desired on City construction projects;
prepares cost estimates and writes specifications for proposed construction and
maintenance projects; obtains bids from contractors.
2. Reviews plans, blueprints, and
specifications submitted by architects and engineers during the design phase of
remodeling or new construction of City owned buildings for compliance with
department needs and requirements.
3. Reviews proposed bids; submits
recommendations for contractor selection to the Purchasing Agent.
4. Inspects construction work and progress
to ensure compliance of approved building plans and codes; reports
noncompliance to the Building Codes Manager.
5. Reviews and approves bids submitted by
contractors to ensure accuracy; approves statements and submits them for
payment.
6. Monitors monthly expenditures for each
special project account to ensure budgeted amounts are not exceeded.
7. Establishes and maintains files and
records for each project; prepares regular numerical and narrative reports
concerning the progress of construction projects.
8. Answers questions and provides
information to architects, contractors, engineers, City employees and the
general public regarding maintenance and construction projects performed on
City owned buildings.
9. Develops and implements policies,
procedures, and operational guidelines for the Building Services Division,
including the establishment of plans and work priorities.
10. Prepares annual budget figures for the
Building Services Division, including justification for requested funds;
monitors division expenditures for fuel, equipment, and supplies to ensure
budgeted amounts are not exceeded.
11. Plans and directs the work activities of
custodial services staff.

12. Operates a City pool automobile in the
performance of essential job functions.
SECONDARY
DUTIES AND RESPONSIBILITIES:
1. Responds to building repair emergencies
including those occurring on weekends and after hours; assesses the need for
repairs and contracts appropriate personnel; ensures work is completed
properly.
2. Monitors and reviews computerized inventory of all maintenance performed.
3. Reviews and approves requests for
Building Services Division supplies and equipment to ensure compliance with
established policies.
4. Performs other related duties as
assigned.
SUPERVISORY
RESPONSIBILITIES:
Provides general supervision to the Building Services
Supervisor and part-time custodial supervisor.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of the
methods, practices, and materials used in the building construction trade.

calculator.
Skill in the operation of an automatic
transmission automobile.
Skill in the operation of a computer terminal.
Ability to read and interpret blueprints,
building plans, and specifications.
Ability to review bids and recommend contractor
selection.
Ability to estimate building costs, including
man-hours and materials.
Ability to prepare and maintain the division
budget.
Ability to detect field discrepancies from
proposed plans and specifications.
Ability to maintain detailed files and records.
Ability to compile data and prepare detailed
numerical and narrative reports.
Ability to design and direct the work activities
of assigned personnel.
Ability to develop and implement division
policies and procedures.
Ability to communicate effectively, both orally
and in writing.
ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of two (2) years of college coursework in
the Building Trades, or a related area; at least four (4) years of
experience in the supervision of building construction, remodeling, and
repair work; at least two (2) years of supervisory experience; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENTS:
Must possess a valid Arkansas Class D (Non-Commercial
Vehicle) Driver’s License before employment and maintain licensure for the
duration of employment in this position.
