JOB TITLE: Building Inspection Supervisor

JOB
OBJECTIVE: To plan and supervise the activities of the
Building Inspection Unit in the performance of building construction inspections
and related activities.
ACCOUNTABILITY: Receives general supervision from the Permits and
Inspection Administrator.
ESSENTIAL
JOB FUNCTIONS:
1. Supervises
the activities of the Building Inspection Unit staff, including the preparation
of daily, monthly and annual inspection reports.
2. Investigates
complaints and answers questions from citizens, architects and builders;
assigns inspection requests and complaints to Building Inspectors for
resolution.
3. Conducts
on-site inspections at critical construction stages (footing, frame, and final)
for each commercial building to ensure that approved plans and specifications
are being followed.
4. Notifies
builders of code violations and variations from approved plans, which must be
corrected before continuing construction; reinspects buildings to ensure
violations have been corrected.
5. Inspects
buildings being moved into the City and prefabricated buildings to be assembled
within the City limits to ensure compliance with Building Codes.
6. Implements
procedures and policies related to building inspection; recommends Building
Code changes and amendments.
7. Provides
technical information and training to Building Inspectors.
8. Serves
as backup in the absence of the Plans Examiner; reviews plans of new buildings
and additions to existing structures for compliance with Building Codes and
approval of building permits as required.
9. Assembles
a job file on each application for a building permit, including building plans,
all correspondence and comments from all inspectors; maintains files on
completed construction by year of application.
10. Serves
as backup in the absence of the Building Codes Manager and Permits and
Inspection Administrator, in the performance of the duties of the Building
Official as assigned by City ordinance.

SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Reviews
code violation cases with the supervisor before issuance of a warrant or
citation; issues approved warrants or citations to person responsible for code
violations.
2. Issues
certificates of occupancy for completed buildings conforming to required City
codes.
3. Notifies
supervisor and other departmental personnel of technical problems relating to
Building Codes.
4. Maintains
and updates files of information on compliance reports, building codes and
construction materials received from the Southern Building Codes Association.
5. Maintains
files of plans and inspection reports for all buildings processed, complaints
received with final disposition and State plumbing inspection reports.
6. Enters
and retrieves code numbers relating to inspection data.
7. Performs
other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides general supervision to the Building
Inspectors.

KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable
knowledge
of construction materials and standard building construction practices.

knowledge
of state and local building regulations and codes.
Skill in the operation of a
computer.
Ability to communicate tactfully
and effectively orally and in writing with architects, builders and citizens.
Ability to interpret Building Codes
for specific situations in the field.
Ability to maintain detailed
records.
Ability to recognize code
violations and construction defects at construction sites.
Ability to read and interpret
architectural drawings and schematics.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
a standard high school course with course work in the Building Trades, or two
(2) years of vocational technical school training in the Building Trades; at
least two (2) years of experience in building inspection or at least
four (4) years of experience in building construction; at least one (1)
year of supervisory experience; OR
any equivalent combination of experience and training which provides the
required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENTS:
Must possess
or be able to obtain certification as a Building Inspector within 12 months and
maintain authorization for duration of employment in this position.
Must possess
or be able to obtain a valid Arkansas Class D vehicle operator's license and
maintain authorization for duration of employment in this position.
