JOB
OBJECTIVE: To analyze, administer, and monitor the
City’s operating and capital budget; to conduct and direct management studies
and research projects.
ACCOUNTABILITY: Receives general direction from the Director of Finance.
ESSENTIAL
JOB FUNCTIONS:
1. Initiates
and directs Finance Department employees in management studies and research
projects to identify and solve budgetary problems.
2. Coordinates
the preparation of the City annual operating and capital budget; serves as
primary contact with Department Directors; directs the efforts of Finance
Department employees engaged in preparation of the annual budget; ensures that
the annual budget document is compiled and presented to the Director of Finance
by established deadlines.
3. Develops
and conducts training programs relating to budget preparation and
administration and management research for Department employees.
4. Meets
with management, Board of Directors, and outside agency officials to discuss
and provide information regarding budgeting and long-range capital and
financial planning issues.
5. Directs
assigned personnel in the collection, compilation, and study of data from
internal and external sources; performs the collection, compilation, and study
of data; utilizes a microcomputer with database, spreadsheet, and word
processing software.
6. Plans
and directs financial analysis of all City and external agency funds by
performing financial and statistical calculations; utilizes a microcomputer
with database, spreadsheet, and word processing software.
7. Makes
recommendations to the Director of Finance in the development and revision of
long-range budget, capital and financial plans and strategies for policy
recommendations and executive and legislative review.
8. Develops
and establishes guidelines for budget preparation; interprets budget policies;
develops and establishes procedures and practices for implementing budget
policies; monitors policies, procedures, practices, and guidelines for
accuracy, timeliness, and legal compliance.
9. Monitors
federal, state, and local laws, proposals, regulations, and statutes for impact
on City budgetary and financial affairs.

10. Conducts
management and financial studies and staffing reviews.
11. Performs
reconciliations of the budget and production modules of the payroll/personnel
system; receives information from departments and ensures accuracy in budget
module; makes necessary changes and corrections.
12. Prepares
quarterly revenue and expense reports provided to the Board of Directors.
13. Assists
the City Controller in the preparation of the City’s Comprehensive Annual
Financial Report (CAFR) by providing necessary information.
14. Directs
the work activities of, monitors the performance of, and provides disciplinary
action to the Budget and Management Analyst.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Represents
the Director of Finance at meetings to discuss and provide information and
guidance regarding budgeting and long-range capital and financial planning
issues.
2. Directs
Finance Department employees in management research, including performance
measurements, capital projects, long-range forecasting, surveys and comparative
analyses, and other analyses.
3. Performs
other related duties as required.

RESPONSIBILITIES:
Provides general
supervision to the Budget and Management Analyst.

in public budget administration, or a related area; at least one (1) year of
supervisory experience; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
