JOB TITLE:  Budget and Management Analyst

 

MAINTENANCE REVIEW DATE:  December 1997

 

ORG/POS #:  1100/1830

 

JOB OBJECTIVE:  To compile, analyze, assemble, and distribute the annual budget document; to monitor Citywide budget transaction records for compliance with policies and procedures.

 

ACCOUNTABILITY:  Receives general supervision from the Budget Officer.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Reviews Citywide budget transaction records to ensure compliance with established budgeting policies and procedures; researches budget discrepancies and notifies the Budget Officer for correction.

 

2.         Provides technical assistance and information to the Budget Officer regarding the budgeting process.

 

3.         Assists the Budget Officer with the compilation of the annual budget document and coordination of printing and distribution of the annual budget document.

 

4.         Maintains the budget system database by entering or uploading budget transaction information into a computer terminal.

 

5.         Reviews budget account balances monthly; notifies the Budget Officer of any deficient accounts for which Account Transfer Requests should be completed.

 

6.         Receives, reviews, confirms, and processes Account Transfer Requests; forwards unusual requests to the Budget Officer for processing; inputs approved transfer data into a computer terminal.

 

7.         Monitors requests for travel reimbursements to ensure procedure guidelines are followed; notifies the Budget Officer of improper requests.

 

8.         Writes and prepares graphic, narrative, and statistical reports utilizing a microcomputer with graphics, spreadsheet, and word processing software.

 

9.         Assesses system capabilities; recommends changes and upgrades for hardware and software; assists with the development of in-house computer solutions.

 

10.       Maintains microcomputer budget software by entering or uploading budget transactions and reconciling the output back to source documents in order to ensure accurate budget allocations for annual budget; coordinates requirements with outside vendor support.

12.       Conducts research and surveys; collects and analyzes information; conducts fiscal and statistical studies.

 

13.       Obtains statistical data (i.e., assessed value of real and property taxes, per capita income, number of employees, etc.) from outside agencies; totals and arranges data into chart or graph form for inclusion in the Statistical Data Section of the annual budget document.

Familiarity with accounting practices and principles.

 

Familiarity with financial management practices and principles.

 

Skill in the operation of a microcomputer and a computer terminal.

 

Skill in the operation of a ten-key calculator.

 

Ability to conduct research.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s degree in Finance, General Business, Accounting, Public Administration or a related area; at least two (2) years of experience in an accounting or finance department setting; OR an equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
