JOB DESCRIPTION

 

 

JOB TITLE:  Assistant Director of Public Works (Special Projects)

 

MAINTENANCE REVIEW DATE:  August 1999

JOB OBJECTIVE:  To plan and direct the activities of assigned divisions within the Public Works Department.

 

ACCOUNTABILITY:  Receives general direction from the Director of Public Works.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Plans and directs the completion of projects for assigned divisions within the Public Works Department.

 

2.         Evaluates the performance of assigned Public Works divisions and recommends changes to improve efficiency.

 

3.         Reviews tentative budget figures from assigned Public Works divisions to ensure compliance with budget guidelines and Departmental objectives.

 

4.         Analyzes technical information and prepares reports and presentations as directed by the Director of Public Works.

 

5.         Assigns, supervises, and approves long-range capital plans.

 

6.         Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Approves budget transfer requests and forwards to the Finance Department for processing.

 

2.         Serves as liaison with City departments, federal, state, and county agencies and intergovernmental agencies in planning and directing Public Works projects.

 

3.         Serves as backup to the Director of Public Works.

 

4.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general direction to the Asset Management Administrator, Building Services Manager and Special Programs Manager; provides general supervision to the Environmental Services Coordinator and Parking Enforcement Supervisor.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of management principles and practices.

 

Considerable knowledge of City policies, procedures, codes, and ordinances governing Public Works' activities.

 

Considerable knowledge of the budgeting process.

 

Considerable knowledge of research methods and techniques.

 

Good knowledge of the regulations and requirements governing grants and federal funds.

 

Some knowledge of Geographic Information Systems.

 

Skill in the operation of an automatic transmission automobile.

 

Ability to develop and implement administrative plans, policies, and procedures for Public Works projects and activities.

 

Ability to read and interpret policies, procedures, codes, regulations, and ordinances which relate to Public Works projects and activities.

 

Ability to prepare detailed narrative and statistical reports.

 

Ability to direct the work activities of management-level employees.

Ability to communicate effectively, both orally and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING:  Completion of a Bachelor’s degree in Business Administration, Public Administration, or a related area; at least four (4) years of managerial or administrative experience in planning and directing public works programs and services; at least two (2) years of supervisory experience, which includes supervision of management level personnel; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
