JOB TITLE: Assistant Director of Public Works (Operations)
MAINTENANCE

JOB
OBJECTIVE: To plan and direct the activities of
assigned divisions within the Public Works Department.
ACCOUNTABILITY: Receives general direction from the Director of Public
Works.
ESSENTIAL
JOB FUNCTIONS:
1. Plans
and directs the completion of projects for assigned divisions within the Public
Works Department.
2. Evaluates
the performance of assigned Public Works divisions and recommends changes to
improve efficiency.
3. Reviews
tentative budget figures from assigned Public Works divisions to ensure
compliance with budget guidelines and Departmental objectives.
4. Implements
procedures to comply with state and federal solid waste regulations and
environmental mandates as required.
5. Negotiates
changes in contracts with consulting engineers and organizations engaged in
construction of solid waste facilities; reviews and approves appropriate change
orders and pay estimates.
6. Analyzes
technical information and prepares reports and presentations as directed by the
Director of Public Works.
7. Reviews
and approves improvement plans, specifications, and documents to ensure
consistent quality design and compliance with project tasks and goals.
8. Initiates,
assigns, supervises, and approves long-range capital plans.
9. Operates
a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Approves
budget transfer requests and forwards to the Finance Department for processing.
2. Serves
as liaison with City departments, federal, state, and county agencies and
intergovernmental agencies in planning and directing solid waste projects.
3. Serves
as backup to the Director of Public Works.
4. Performs other related duties as
required.

complex engineering reports related to solid waste programs.

construction plans and specifications.
Ability to read and interpret
blueprints and schematics.
Ability to prepare detailed
narrative and statistical reports.
Ability to negotiate changes in
contracts with consulting engineers and organizations engaged in construction
of solid waste facilities.
Ability to direct the work
activities of management level employees.
Ability to communicate effectively,
both orally and in writing.
ACCEPTABLE
EXPERIENCE AND TRAINING: Completion of a Bachelor's
degree in Civil Engineering, or a related area; at least four (4) years
of managerial or administrative experience in planning and directing public
works programs and services; at least two (2) years of supervisory
experience, which includes supervision of management-level personnel; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENTS:
Must possess registration as a
Professional Engineer (PE) before employment; must possess registration in the
State of Arkansas as a Professional Engineer (PE) within one (1) year of
employment; must maintain registration for the duration of employment in this
position.
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this position.
