JOB TITLE:  Assistant Director of Planning and Development

 

MAINTENANCE REVIEW DATE:  August 1996

JOB OBJECTIVE:  To plan and direct projects related to neighborhood programs, codes enforcement, building codes, planning and rezoning, and to organize community development programs.

 

ACCOUNTABILITY:  Receives general direction from the Director of Planning and Development.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Plans and directs the completion of projects involving neighborhood programs, codes enforcement, building codes, planning and rezoning.

 

2.         Answers questions and correspondence from citizens regarding areas such as proposed planning and zoning or neighborhood development and revitalization concerns.

 

3.         Meets with members of the community and assists them in developing neighborhood revitalization plans which involve community participation and support.

 

4.         Presents information to the Planning Commission and Board of Directors concerning departmental projects.

 

5.         Prepares tentative annual budget figures for the department by compiling information and totals received from division managers.

 

6.         Drafts departmental policies and procedures for review by the Department Director.

 

7.         Monitors account balances, and approves purchase requisitions and Account Transfer Requests.

 

8.         Assigns and reviews the work activities of division managers.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:  Provides general direction to the Building Codes Manager, Planning Manager, and Zoning and Subdivision Manager; provides general supervision to the Administrative Assistant I.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of community development programs and techniques.

 

Considerable knowledge of the principles of urban and regional planning.

 

Considerable knowledge of land use and development laws and ordinances.

 

Considerable knowledge of City environmental codes and ordinances.

 

Good knowledge of the budgeting process.

 

Ability to develop and implement housing rehabilitation and neighborhood revitalization projects.

 

Ability to assist citizens in the development of neighborhood revitalization programs.

 

Ability to plan, direct, and review the work activities of assigned professional staff.

Ability to communicate effectively, both orally and in writing.

 

Ability to read and interpret legal descriptions, land surveys and land use plans.

 

Ability to read and interpret building codes and ordinances.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a college degree in Urban Sociology, Urban Planning, Public Administration, or a related area; at least four years of experience working with municipal community development, housing or neighborhood programs at a professional level, or a related field; at least two years of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
