JOB DESCRIPTION
JOB TITLE: Asset Management Administrator
MAINTENANCE REVIEW DATE: April 1999

JOB OBJECTIVE: To direct the City’s asset management program and to perform all phases of real estate management for the City; to develop and implement special programs and projects for the Public Works Department.
ACCOUNTABILITY: Receives general direction from the Assistant Director of Public Works.
ESSENTIAL JOB FUNCTIONS:
1. Establishes asset inventory, database, and associated files and records, for City real property.
2. Maintains a database for City real property by inputting value, conveyance history, improvement history, insurance information, etc., utilizing a computer terminal; prepares reports from database information.
3. Negotiates real estate transactions involving acquisitions and disposal of property; prepares deeds, contracts, lease agreements, and other closing papers for real estate transactions.
4. Conducts market analyses of real property to determine correct valuation based on size, configuration, zoning improvements, and physical characteristics; provides a value estimate for all assets in the inventory; updates estimates annually, accounting for improvements and inflation.
5. Researches the records of abstract companies and other public records to determine ownership of real property.
6. Recommends acquisitions and sales of City real property to minimize the risk of value loss.
7. Ensures that all City real property is properly insured by conducting reviews of coverage documents; contacts insurance companies to amend coverage documents by purchasing additional or reducing amount of insurance.
8. Researches and maintains a list of available space for City Department occupancy; performs space study and planning for City Department future needs.
9. Prepares narrative and statistical reports by utilizing a microcomputer with database, graphics, spreadsheet and word processing software.
10. Resolves issues involving tax exempt status of City real property by researching information and exchanging information with the City Attorney.

11. Inspects real property offered to the City by donation to determine if the City should accept the property.
12. Assigns and directs the work activities of assigned part-time personnel.
13. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Researches materials, documents information, and conducts surveys for the preparation and implementation of special programs and projects.
2. Coordinates special programs and projects such as program development, technology integration and database development.
3. Develops and implements plans to achieve Department goals in customer service and total quality management.
4. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides general supervision to assigned part-time personnel.

ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of a Bachelor’s Degree in Business Administration, Public Administration, Real Estate, or a related area; at least two (2) years of experience in asset real estate management, real estate development, appraising, or brokerage; one (1) year of supervisory or leadership experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENTS:
Must possess an Arkansas Real Estate Broker’s License within one (1) year of employment and maintain licensure for the duration of employment in this position.
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
