Applications Development Manager

JOB OBJECTIVE:
To plan and direct program design, development, and systems analysis for
all computer applications programming for the City of Little Rock.
ACCOUNTABILITY:
Receives general direction from the Director of Information
Technology.
ESSENTIAL JOB
FUNCTIONS:
1. Plans, assigns, and directs the
activities of professional and technical personnel involved in the design, development,
and systems analysis functions required to create new computer applications
programs or install and implement software purchased from outside vendors.
2. Reviews and analyzes existing
applications programs and programs in development to ensure efficiency and
effectiveness of those programs; reviews requests for program changes required
to meet needs of City departments required by the addition of new City programs
and changes in legislation.
3. Conducts meetings with senior level
City employees to determine data processing requirements based on new project
priorities, changes in legislation, and system needs.
4. Assigns and reviews the design layout
for programs required for special projects.
5. Provides technical assistance to City
departments in the development of bid specifications for special hardware or
software systems required to implement new programs.
6. Troubleshoots hardware and software
failure for the Computer Aided Dispatch system to determine causes for system
failure and to implement solutions.
7. Provides technical information and
advice to City departments regarding network interconnections and overall data
processing master plans.
8. Reviews performance of applications
programs to ensure program efficiency, program documentation, and to ensure
that output meets the needs of user departments.
9. Prepares regular reports for the
Director of Information Technology showing functioning of the system, status of
program development, and division needs.

10. Provides technical information required
in the preparation of annual budget figures for the Applications Development
Division, including needs for upgrading hardware and software and resources
needed to ensure timely response to needs of user departments.
11. Serves as backup to the Director of
Information Technology.

1. Performs
other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides
general direction to Programmer Analysts and Programmer Analysts -
Senior.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of computer program design and development methodology.
Considerable knowledge of computer logic, block diagramming, and flow charting.

Considerable knowledge of descriptive and inferential

Good knowledge of engineering, accounting, and
mathematical principles required to analyze computer systems needs and design
and implement software solutions.
Skill in the operation of a standard computer
terminal or a personal computer keyboard.
Ability to assign and review design and
development of computer applications programs.
Ability to plan, direct, and review the
activities of technical personnel involved in the design, development, and
implementation of applications programs.
Ability to review complex applications programs
developed by internal programmers or vendors to determine their efficiency in
meeting needs of user departments.
Ability to communicate effectively with senior
level City staff to determine data processing needs and programs needed to
provide required data.
Ability to provide regular technical reports
both verbal and statistical showing status of ongoing projects.
ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of a Bachelor’s
degree in Computer Science or a related area; at least four (4) years of
experience in designing and developing complex computer applications
programs; at least two (2) years of supervisory experience assigning and
reviewing work of high level technical personnel involved in applications programming;
OR any equivalent combination of
experience and training which provides the required knowledge, skills, and
abilities.
