JOB OBJECTIVE: To plan and direct activities of the Animal Services Division.
ESSENTIAL JOB FUNCTIONS:
1. Develops policies and procedures to ensure efficient operation of the Animal Services facility and programs.
2. Monitors and directs the work activities of the Animal Services personnel.
3. Prepares tentative annual budget figures for the Animal Services Division; prepares specifications and purchase requisitions and ensures budgeted accounts are not exceeded.
4. Plans and implements a public education program, including the preparation and distribution of literature to local organizations regarding animal control laws and ordinances and pet care.
5. Monitors the collection of fees, fines and charges received from pet owners and veterinarians to ensure accuracy and compliance with accounting procedures.
6. Develops and implements continuous training programs for Animal Services staff members.
7. Receives and responds to citizen complaints and requests for information regarding Animal Services; provides information to the media regarding Animal Services operations.
8. Develops and recommends rabies control programs to the Pulaski County Medical Association in compliance with the Rabies Control Act.
9. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Implements policies and procedures for the enforcement of City ordinances and State laws governing animal control operations.
2. Recommends amendments to existing City ordinances and prepares drafts for new ordinances for approval by the City Board of Directors.
3. Networks with area veterinarians to resolve problems with City policies and to develop new methods of providing desired animal control services.
4. Provides information to County and State officials for the review and revision of Animal Control policies.
5. Reviews and explains animal services procedures and activities to affected City departments to ensure compliance.
6. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES: . Animal Services Coordinator, Foreman I (Field Operations), Foreman I (Shelter Operations), and Office Assistant III.
MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the capture, handling, feeding, and general care of domestic animals.
Knowledge of the laws, ordinances, and procedures governing animal services operations.
Knowledge of the various species of domestic animals.
Knowledge of the budget process.
Knowledge of management principles and practices.
Skill in the operation of an automatic transmission automobile.
Ability to develop policies and procedures to ensure efficient operation of the Animal Services facility.
Ability to assign, direct, and review the work activities of Animal Services personnel.
Ability to develop rabies control programs.
Ability to explain new or amended Animal Control ordinances to the City Board of Directors.
Ability to read and interpret laws and ordinances governing animal services operations.
Ability to develop educational programs for pet owners.
Ability to monitor the collection of monies and issuance of receipts.
Ability to communicate effectively, both orally and in writing.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's Degree in Animal Science, or a related area; at least four (4) years of experience in animal services operations; at least two (2) years of supervisory experience. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS:
Must possess Arkansas Certification of Training for Animal Euthanasia within six (6) months of employment and maintain certification for the duration of employment in this position.
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
