JOB OBJECTIVE: To supervise the operation of the Alert Center program; to coordinate special events and projects for the Neighborhood Programs Division of the Department of Housing and Neighborhood Programs.
ESSENTIAL JOB FUNCTIONS:
1. Supervises and monitors the operations of the Alert Centers to ensure the needs of neighborhood residents are addressed; provides assistance to supervisor in planning and administering the programs and operations of the Alert Centers.
2. Coordinates special events and projects for the Neighborhood Programs Division of the Department of Housing and Neighborhood Programs.
3. Schedules maintenance and repair projects with outside contractors and other City departments for Alert Centers and Enhancement Program participants; prepares contract documents; meets with and monitors the work of outside contractors to ensure compliance; inspects completed work and submits for payment.
4. Ensures custodial, security, space and service needs of the Alert Centers are met; reviews lease agreements and insurance documents to ensure that each is current.
5. Develops and manages the Crack House Elimination Program by ensuring that reports of suspected drug sales are forwarded to the Alert Centers, monitoring follow-up by Alert Center activity reports, and maintaining records of the elimination of drug sales locations.
6. Provides information, direction, and guidance to Alert Center Facilitators in developing plans, strategies, and procedures.
7. Answers questions and provides information regarding the Alert Center program and activities.
8. Speaks to civic groups, church and neighborhood organizations, youth groups, etc., to encourage and motivate individual and group involvement in the ongoing support of the Alert Centers.
9. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Prepares quarterly and annual narrative and statistical reports regarding the progress of the Alert Centers for use in the program evaluation process; ensures compliance with reporting procedures.
2. Prepares tentative annual budget figures for Alert Center operations with justification for major changes and purchases; ensures expenditures do not exceed allocated budget; monitors budget to ensure expenditures are within established guidelines; reports any discrepancies.
3. Requisitions and purchases needed equipment and supplies.
4. Coordinates training programs for Alert Center staff by scheduling speakers and trainers and ensuring all personnel attend.
5. Maintains hard copy and computer files and records relating to Alert Center and related programs and projects.
6. Operates a microcomputer utilizing database, spreadsheet, and word processing software.
7. Serves as backup to the Code Enforcement Supervisor.
8. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES: Alert Center Facilitators.
MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of self-help groups, churches, and schools located in the various neighborhoods.
Knowledge of Alert Center programs and initiatives.
Knowledge of standard office practices and procedures.
Knowledge of computer fundamentals and business software, including database, spreadsheet, and word processing software.
Knowledge of hard copy and computer filing and record-keeping systems.
Skill in the operation of a microcomputer, utilizing database, spreadsheet and word processing software.
Skill in the operation of an automatic transmission vehicle.
Ability to analyze information, and prepare detailed narrative and statistical reports.
Ability to maintain hard copy and computer files and records.
Ability to read and interpret laws and regulations governing Alert Center activities.
Ability to coordinate training programs for assigned personnel.
Ability to direct and review the work activities of assigned personnel.
Ability to communicate effectively, both orally and in writing.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor’s degree in Public Administration, Business Administration, Social Work, Psychology, Sociology, or a related area, two (2) years of experience in program development and/or management, housing codes enforcement, community development, community programs, public programs, or a related area, and one (1) year of supervisory experience. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
