JOB OBJECTIVE: Repairs and maintains air conditioning, heating and refrigeration systems pneumatic and Direct Digital Controls (DDC) and equipment at City of Little Rock facilities.
ESSENTIAL JOB FUNCTIONS:
1. Troubleshoots, diagnoses and repairs malfunctions in heating, air conditioning and refrigeration systems and control devices.
2. Repairs and replaces defective components in heating and air conditioning systems; performs preventative maintenance by lubricating bearings, changing belts and adding refrigerant.
3. Reviews blueprints and specifications for proposed heating and air conditioning systems and makes recommendations regarding the types of systems which will be most efficient.
4. Reviews work of heating and air conditioning contractors to ensure equipment and installation meets specifications and to become familiar with the equipment.
5. Completes work orders for each project to include equipment identification numbers, time and materials used.
6. Operates a light truck to transport tools, materials, and equipment to various work sites.
7. Maintains a supply of standard repair parts and filters; prepares requisitions and purchases supplies.
8. Mixes chemicals and introduces mixture into the water systems of chillers and boilers to prolong the life of the system.
9. Checks low pressure boilers for proper operation.
10. Provides scope of work and specifications relating to remodeling or replacement of heating and air conditioning systems.
11. Provides working supervision to assigned HVAC Apprentice.
12. Troubleshoots and monitors direct digital controls for HVAC systems utilizing Continuum, Metasys, Tracer, Landis and Staefa software.
13. Operates a microcomputer with spreadsheet, word processing and auto cad software to prepare specifications, scopes of work, schematics and drawings for HVAC system contractors.

MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles of heating and refrigeration systems and control devices.
Knowledge of the repair and maintenance of air conditioning, heating, and refrigeration systems.
Knowledge of the standard practices and safety precautions of the electrical trade.
Knowledge of basic electrical principles, practices, and techniques.
Knowledge of computer fundamentals and business software, including database, spreadsheet, auto cad, and word processing software.
Skill in the operation of a microcomputer, utilizing database, word processing and auto cad software.
Skill in the operation of hand and light power tools.
Skill in the operation of electrical test meters and various gauges.
Skill in the operation of an automatic transmission automobile.
Ability to troubleshoot and diagnose malfunctions in heating and air conditioning systems.
Ability to read and interpret blueprints, schematic diagrams and technical manuals.
Ability to provide working supervision to assigned employees.
Ability to review work of contractors for compliance with specifications.
Ability to maintain simple records.
Ability to provide working supervision to assigned personnel.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of a vocational-technical school course in heating and air conditioning systems, four (4) years of experience as a licensed HVAC mechanic, one (1) year of experience in microcomputer use, and one (1) year of experience as a lead worker. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
Must possess an Arkansas Class A HVAC license before employment and maintain license for the duration of employment in this position.
Must possess EPA Certification for Recovery and Recycling of Refrigerants before employment and maintain certification for the duration of employment in this position.
Must be able to obtain an Arkansas Boiler Operator's License within one (1) year of employment and maintain license for the duration of employment in this position.
