JOB TITLE:  Administrative Operations Coordinator

 

MAINTENANCE REVIEW DATE:  June 1996

JOB OBJECTIVE:  To supervise the operation of the City Manager’s Office and to serve as liaison between the City Manager's Office and other City departments, and the general public.

 

ACCOUNTABILITY:  Receives general direction from the City Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Plans and directs the activities of the City Clerk's Office, and the City Manager's general office staff.

 

2.         Compiles annual budget figures for the City Manager’s Office, reviews and approves all budget transactions for the City Manager's Office, including purchase requisitions, travel requests, and account transfers.

 

3.         Researches materials and conducts studies and surveys to obtain information required for action by the Board of Directors or the City Manager.

 

4.         Attends Board of Directors' meetings and agenda sessions to provide support information for the City Manager and to note items requiring follow-up.

 

5.         Reviews materials submitted by City departments for the Board of Directors' agenda; drafts cover memos for the City Manager's signature explaining the intent of any proposed changes to City codes or ordinances; coordinates assembly of agenda packets.

 

6.         Analyzes existing, pending, and proposed Federal and State legislation relative to the operational impact on the City.

 

7.         Directs the work activities of the post-graduate college interns.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Updates policies and procedures for Procedure Guideline Manual.

 

2.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general direction to the City Clerk; provides general supervision to the clerical/technical staff in the City Manager's Office.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of the principles and practices of public administration and management.

 

Good knowledge of the budget process.

 

Good knowledge of research methods and techniques.

 

Ability to communicate effectively both orally and in writing.

 

Ability to plan, direct, and review activities of assigned staff.

 

Ability to develop and implement administrative plans, policies, and procedures.

 

Ability to analyze and prepare reports of research findings.

 

Ability to read and interpret City codes and ordinances.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor's Degree in Public Administration, Business Administration, or a related area; at least two years of experience in public sector management or administration; at least one year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
