JOB TITLE: Accounting Clerk II (Finance – Treasury Management – Violations –
Cashiers)

JOB
OBJECTIVE: To collect fines and fees for pending
traffic and criminal violations for the City of Little Rock.
ACCOUNTABILITY: Receives general supervision from the Accounting Clerk -
Senior (Finance – Treasury Management – Violations - Cashiers).
ESSENTIAL
JOB FUNCTIONS:
1. Meets
the public at the cashiers' window and receives parking, traffic, criminal
violations, and Environmental Court fines and fees.
2. Audits
tickets and computes the cost of fines and fees by totaling preset charges for
violations and court costs; deducts from the total owed the appropriate amount
for time served in jail, on work release, or probation, or computes fees
according to judges' instructions.
3. Maintains
detailed traffic tickets and criminal and environmental fines record systems;
files tickets and pay slips by court date and offenders' names.
4. Writes
the amount and the date paid on each ticket, and enters the data and
appropriate dispersion codes into the computer terminal.
5. Issues
receipts to persons paying fines or posting bonds.
6. Reconciles
the day's receipts by totaling all checks and cash received, rechecking the
printout, tickets, and the drawer totals until all totals balance.
SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Searches
and retrieves tickets issued that result in vehicle impoundment.
2. Retrieves
defendant's computer record of traffic, criminal, and environmental charges,
and checks for other pending fines owed by the defendant.
3. Receives
paid parking ticket envelopes from deposit boxes and other sources, such as the
airport and through the mail; enters payment information into the computer;
stamps the payment date on the ticket and files the ticket and money.
4. Receives
and processes paid tickets and money taken by the Desk Sergeant during
cashiers' off duty hours.

5. Ensures
all confidential material, money and checks are secure each night.
6. Collects
cash bonds posted for criminal and traffic charges; informs personnel in the
Detention Center of bond having been posted and of authorization to release the
defendant.
7. Opens
incoming mail containing payments for pending traffic, criminal, and
environmental fines and matches payment with ticket or pay slip on file; enters
update into computer file; returns payment with a letter if the amount paid is
not correct.
8. Sends
unpaid tickets to the Court Clerk for arrest warrants to be issued; files
ticket and warrant in warrant file; pulls warranted tickets and collects
payments for warrant charges, and any other fines and fees owed by the
defendant.
9. Returns
cash bond money to warrantor presenting signed receipts and proper
identification for authorized subject release; enters bond forfeiture data into
the computer and adds check to the day's receipts.
10. Modifies
the ticket and the fine amounts in the computer if the fine is suspended or if
the violator fails to appear for court on assigned date.
11. Maintains
separate files and records on individuals' community service work, warranted
tickets, traffic tickets, tickets for defendants granted probation, tickets for
juvenile defendants, partial and time payment tickets and slips, and other
files as required.
12. Pulls
the appropriate tickets and payment slips for the Court Clerk or Bailiff on
scheduled court dates.
13. Answers
questions, by phone and in person, from the public and Police Officers,
concerning fine and bond amounts, due dates, and paying fines in installments.
14. Receives
and enters information from court orders to dismiss charges, expunge records
and refund monies.
15. Performs other related duties as
required.
