JOB TITLE: Accounting Clerk II
(Finance – Treasury Management – Hot Checks)

JOB
OBJECTIVE: To provide clerical support to the Hot
Checks Section of the Treasury Management Division of the Finance Department.
ACCOUNTABILITY: Receives general supervision from the Hot Checks
Specialist.
DUTIES
AND RESPONSIBILITIES:
1. Establishes and maintains hard copy and computer files and
records of hot check offenders and related information; operates a computer
terminal and microcomputer with spreadsheet software.
2. Enters defendant notices, defendant payments, amounts
collected and related information into the computer terminal.
3. Prepares documents for issuance of warrants for the arrest
of hot check offenders; maintains associated records; forwards to court.
4. Provides information to telephone callers and drafts and
prepares written responses to correspondence regarding hot check issues;
operates a microcomputer with word processing software.
5. Receives hot check receipts from the Accounting Clerks II
(Finance – Treasury Management – Violations – Cashiers).
6. Reconciles monthly hot checks receipts.
7. Prepares narrative and statistical, including financial, reports
on hot check issues; operates a microcomputer with spreadsheet and word
processing software.
8. Maintains
a court fines and costs diary; issues Delinquent to Pay warrants.
9. Prepares
docket sheets; provides copies of files to Judge and to City Attorney's Office;
notifies Judge and City Attorney’s Office of docket changes.
10. Provides
assistance to the Judge during court; testifies in court as required.
11. Issues pay slips for fines and marks fine
diary.
12. Provides assistance to supervisor in the
promotion of the City for nonsufficient fund (hot check) collection, as
assigned.

13. Visits area merchants to collect checks returned to merchants
for nonsufficient funds.
14. Picks up citations from the Police Department.
15. Operates an assigned City automobile in the performance of essential job functions.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
high school; at least two (2) years of experience in accounting,
bookkeeping, collections, or a related area; at least one (1) year of
experience utilizing a microcomputer; OR
any equivalent combination of experience and training which provides the
required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENTS:
Must possess
certification as a Court Clerk within three (3) years of employment and
maintain certification for the duration of employment in this position.
Must possess
Arkansas Crime Information Center (ACIC)/National Crime Information Center
(NCIC) certification within six (6) months of employment and maintain
certification for the duration of employment in this position.
Must possess a valid Arkansas Class D
(Non-Commercial Vehicle) Driver’s License before employment and maintain
licensure for the duration of employment in this position.
