JOB TITLE:     Accountant (Finance - Accounting and Reporting)

JOB OBJECTIVE:  To ensure accounts are reconciled, balanced, and maintained in accordance with established policies and procedures.

 

ACCOUNTABILITY:  Receives general supervision from the Accounting and Reporting Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Establishes and maintains accounting records for capital projects, Future Little Rock, prevention, intervention, and treatment (PIT) appropriations, and special project accounts; ensures revenue is properly recorded in special project accounts and traces any discrepancies.

 

2.         Performs reconciliations between the general ledger and the budget ledgers for multi-year special projects and applicable funds on a monthly basis.

 

3.         Prepares year-end schedules and reconciliations for annual audit.

 

4.         Compiles grant reports and assists Division staff in interpreting regulations to ensure compliance; assists Division staff in interpreting local, state, and federal regulations to ensure compliance.

 

5.         Performs monthly revenue reconciliations between accounts recorded in the automated collector system, and those recorded in the capital projects, Future Little Rock, PIT, and special project accounts.

 

6.         Prepares monthly, quarterly, bi-annual, and annual reports, account reconciliations, funding requests, and revenue and expense reports; researches and prepares special reports.

 

7.         Prepares monthly financial statements for Impoundment Services and Fleet Services.

 

8.         Reviews purchase requisitions from outside programs and participating agencies to ensure items requested have been budgeted.

 

9.         Ensures correct accounting code is assigned on all capital projects, Future Little Rock, PIT, and special project transactions.

 

10.       Attends committee and commission meetings as assigned to provide input and financial reporting information.

11.       Operates a computer terminal and microcomputer with accounting, database, spreadsheet, and word processing software.

 

12.       Serves as backup to the Accounting and Reporting Manager as required.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Performs monthly reconciliations of cash and bank statements for the City's combined account.

 

2.         Establishes and maintains electronic fund transfer (EFT) records; ensures funds are transferred properly.

 

3.         Enters payroll information into a computer terminal for the Division, including leave time, overtime, and salary adjustments.

 

4.         Ensures proper archival and disposal of Division records.

 

5.         Codes and deposits state and county tax receipts, receivables, and special revenues that are received outside of the collection system.

 

6.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:  Provides general supervision to Accounting Clerk – Senior.
