JOB TITLE:     Accountant

(Finance - Accounting and Reporting – Grants and Special Programs)

JOB OBJECTIVE:  To ensure grant and special program accounts are reconciled, balanced, and maintained in accordance with established policies and procedures.

 

ACCOUNTABILITY:  Receives general supervision from the Accounting and Reporting Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Performs monthly reconciliations of revenues and expenditures for private, local, state, and federal grants and special programs.

 

2.         Establishes and maintains accounting records for all grants and special programs; ensures revenue is properly recorded and traces any discrepancies.

 

3.         Performs reconciliations between the general ledger and budget ledger for prior year, current year, and multi-year grants and special programs and applicable funds on a monthly basis.

 

4.         Performs monthly revenue reconciliations between accounts recorded in the automated collector system to those recorded in the grant and special program accounts.

 

5.         Maintains and reconciles fixed assets purchased and/or provided for by grants and special programs.

 

6.         Prepares monthly, quarterly, bi-annual, and annual reports, account reconciliations, and funding requests for the private, local, state, and federal grant and special program originator.

 

7.         Assists Finance Department staff in interpreting originator guidance and regulations to ensure compliance with all local, municipal, state and federal programs.

 

8.         Monitors purchase requisitions from programs and participating agencies for propriety and fund availability.

 

9.         Codes invoices to ensure they are charged to the proper budget accounts; verifies amounts and prepares payment vouchers.

 

10.       Codes and deposits private, local, state, and federal revenues received outside the Collection Division.

11.       Verifies accounting codes and transactions for grants and special programs.

 

12.       Performs research and compiles narrative and statistical reports for the Director of Finance, City Manager, and Board of Directors.

 

13.       Operates a microcomputer utilizing accounting, database, spreadsheet, and word processing software; operates a computer terminal utilizing database software.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Services as backup to the Accounting and Reporting Manager.

 

2.         Performs other related duties as required.
