2004 ASSISTANT POLICE CHIEF

 

ELIGIBILITY TO COMPETE

Limited to all active Lieutenants with a minimum of one year of service at the rank of Lieutenant and all active Captains.  The time in service shall be computed to the 15th day after the closing date for applications (as listed on the back of this announcement).

 

APPLICATION PROCESS

Each candidate for promotion must submit to the Human Resources Department an Application form by the application deadline posted on the back of this announcement.  NOTE:  All correspondence to candidates will be mailed to the candidate’s home address, as listed on the application.  Candidates are responsible for advising the Human Resources Department of any change of address and ensuring the correct and complete address is submitted.

 

Candidate Orientation (Mandatory Participation):  The Human Resources Department will conduct a mandatory orientation session for candidates.  Candidates failing to attend will be disqualified from further participation in the 2004 Assistant Police Chief promotional process.  The following materials will be provided to the candidates during the orientation session:  Past Performance Review Packet, instructions, interview procedures, and related deadlines.  The Education component form with instructions and deadlines will also be provided.  Additionally, information concerning the Assessment Center competencies, exercises, and scoring process will be furnished.

II.        Personnel Records / Past Performance
(Maximum Points – 20)

This component involves a systematic approach to evaluating a candidate’s professional history/past performance. Candidates’ past performance materials will be evaluated by a panel consisting of executive level personnel, i.e., Department Directors and Assistant Department Directors.  Before the panel reviews the record, a candidate will have the opportunity to review his personnel record and provide written clarification as he deems necessary.  Candidates will be interviewed by the rater panel.  Candidates’ past performance materials will serve as the basis for the interviews.  The order of appearance before the panel will be determined by random selection.  Candidates will be notified of date, time and location of their interview.  The rating of the panel is not subject to appeal.  Candidates who fail to arrive at the scheduled time(s) will not be permitted to participate in this component and will be immediately disqualified from this promotion process.  THERE WILL BE NO EXCEPTIONS.

Following certification of the eligibility list, the Human Resources Department will provide each candidate a report of his ratings.

 

III.       Assessment Center / Behavioral Simulation (Maximum Points - 72)

 

This component will consist of exercises designed to assess supervisory/management skills.  The candidate’s responses will be videotaped, or recorded in written form in the case of an in-basket or other written exercise, and presented later to a panel of trained assessors for evaluation.  The assessors will be current or former law enforcement personnel equal to or higher than the subject rank (Assistant Police Chief).

 

Candidates must report to the location of the Assessment Center at the date and time specified in the Assessment Center information letter.  If candidate does not receive this letter, it is his/her responsibility to contact the Employment Services Division of the Human Resources Department to obtain this information.  Candidates who fail to arrive at the scheduled time(s) will not be permitted to participate in the Assessment Center and will be immediately disqualified from this promotion process.  THERE WILL BE NO EXCEPTIONS.

 

1.         Review of Videotape of Exercises:  Beginning the third Human Resources Department business day following the release of the scores for this component, a candidate may review the videotape of his performance in the exercise(s).  The review period duration is five Human Resources Department business days.  If a holiday observed by the City, or extraordinary circumstance as determined by the Director, occurs in this period, the review period shall be extended proportionately to provide applicants the entire five-day review period.

 

2.         Review and Appeal of Assessment Center / Behavioral Simulation Results:  A candidate may appeal his outcome in this examination by following the appeal procedures promulgated in the Promotion Procedure Guidelines and instructions provided during the review period.

 

 

Panel Interview by Civil Service Commission:

The Civil Service Commission shall conduct a panel interview of the top three candidates certified to the eligibility list for the rank of Assistant Chief.  The Commission will make an informal non-binding recommendation to the Chief of Police.

 

Civil Service Certification and Eligibility for Promotion:

All candidates who successfully complete all promotion components will be ranked by composite score and certified to a list of eligibles. 

 

Effective Period of Eligibility List:  1 Year

 

Feedback:  Beginning the first workday after the Civil Service Commission has certified a list of eligibles, each candidate for promotion may obtain from the Human Resources Department, an information packet regarding his performance, including his summary sheet, composite scores, and general information.
