ESSENTIAL JOB FUNCTIONS:
Coordinates development of
draft specifications for the purchase of new and replacement vehicles and
equipment, and for annual contracts for parts and outside services. Sets up and
coordinates pre-bid conferences with vendors for the development of contracts
for vehicle, equipment, and supply purchases; attends pre-bid conferences for
clarification of specifications. Prepares monthly reports of acquisition
activities; notifies supervisor of irregularities and unusual problems. Maintains
contact with Department customers and vendors to ensure knowledge of customer
needs and current market trends. Finalizes and submits specifications to
supervisor for bidding; coordinates compiling bid recommendation packages for
review and approval. Coordinates receipt of vehicles/work equipment from
vendors. Administers the vehicle replacement screening process. Administers the
make-ready process for new unit acquisition and surplus disposal. Administers
the vehicle insurance program. Administers the Annual Purchase Order and
Contract Services program. Coordinates changes and corrections in the vehicle
database. Ensures the data entry of all data relating to the Vehicle Warranty
Program. Maintains files and records relating to the Vehicle Warranty Program. Answers
questions and provides information to customers, vendors, and other parties
concerning the Vehicle Warranty Program. Coordinate the semi-annual vehicle
auction program. Serves as backup to the Fleet Acquisition and Utilization
Manager by directing activities during absences.
ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of two (2)
years of college coursework in Business Administration or related area, two (2)
years of experience in fleet acquisition/purchasing, and one (1) year of
experience in technical specification writing.
Equivalent combinations of education and experience will be considered.
