ESSENTIAL JOB FUNCTIONS: Develops
and implements policies and procedures for the Department of Planning and
Development. Prepares annual work plans
for the department to identify and accommodate community needs regarding
planning and neighborhood development and revitalization. Presents staff recommendations to the Board
of Directors and the Planning Commission concerning planning, neighborhood
development and revitalization, and building codes issues. Advises the City Manager, Board of
Directors, and other City boards and commissions regarding Departmental
issues. Develops and directs the
development of long-range plans regarding zoning, building codes enforcement,
and neighborhood development plans and programs. Recommends changes to the Code of Ordinances concerning sign,
zoning, subdivision, and building codes; ensures City compliance with
appropriate codes. Serves as secretary
to the Planning Commission and Board of Adjustment by ensuring minutes are
compiled and necessary information and recommendations are provided to the
Commission members. Prepares the annual
departmental budget; approves major departmental purchases and account
transfers.
ACCEPTABLE EXPERIENCE AND TRAINING: Completion
of a college degree in Urban Planning, Urban Design, or a related area; at
least four (4) years of managerial or administrative experience in urban
planning, or a related field; at least two (2) years of supervisory
experience; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL REQUIREMENT: Must
possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License
before employment and maintain licensure for the duration of employment in this
position.
